Improvements to Celestial Prism Forging

Improvement: The amount of coins required for forging has been adjusted and the success rate increased. The success meter has been adjusted for some forging levels to make it easier to forge Celestial Prism armour.When the success meter stands at 100%, the piece for which additional coins and durability are used during forging is improved.
- The success meter has been changed when forging Celestial Prism armour fails at level 16 -> 17/17 -> 18/19 -> 20/20 -> 21 (see list).
- Improvement: When the success meter is at 100%, you can forge without using Spectral Amethysts/Glacia/Magic Crystals/ED/durability.
